他在大陆会议，陆军委员会工作，参与了大部分独立战争，并同时参与制定了马里兰州第一部宪法。1778年他回到马里兰州并在州政府工作。1781年他单选州参议员，并在1788年入选第一届联邦议会。1790年他回到州参议院，随后工作了10年。1800年退休。

卡罗尔是《独立宣言》签署人中唯一的天主教徒，也是寿命最长的一位（95岁）。
